Clean the bolt threads up top before you remove bolts to clean brackets. Has rusty brackets. I ship worldwide. These bolts are soft steel they will snap.

One bracket has a bolt broken off in the one of two bolts holding it to base is as well. This advice was not followed by the guy who pulled seat off of bike.
